Rachel Mckoy is the director of law and governance (monitoring officer) at the London Boroughs of Newham and Havering (One Source).

Rachel is a strong advocate for local government lawyers and the contribution they make to both the legal profession and wider public sector.

As an experienced planning and governance specialist, she's also committed to amplifying the importance of upholding the ethical framework, adhering to public law principles and good decision making.

Rachel currently holds various national leadership roles:

  • immediate past president, advisor to the Board and national lead (planning and environment) at Lawyers in Local Government (LLG)
  • non-executive director and solicitor to Board of the Society of Local Government Chief Executives (SOLACE)
  • chair of the Professional Conduct and Disciplinary Committee to the Chartered Institute for IT (BCS)
  • lay trustee (legal and governance) for the Westminster University Student Union

In these roles, Rachel works closely with a wide range of stakeholders to formulate policy, champion the in-house voice, ensure strong organisational governance arrangements and highlight best practice.
